RE: California Penal Code.
1299 Sections 01., 04., 05.,06, & .11.
Dear Judge Brodie:
I am writing to you to express my concerns over the issue referenced above. I have been in the recovery and bail business for approximately 22 years. I have worked diligently to create the law in question. My constituents and I have worked to reform the general pratices and guidelines set by the state of Califronia relating to this industry.
I have seen a lot of hoopla in referance to " The Dog " and his blatant slander in describing himself as the bounty hunter who caught the internation rapist, Mr. Luster.
On Mr. Chapman's web site. (www.dogthebountyhunter.com) The Dog, by his own admision states that he is a convicted felon with a prison record. One of his 18 convictions is a drug related murder.
I ask you to reveiw the laws when it comes to Mr. Chapman and his own admissions. The declaration of Alice Smith and her endorcement for Mr. Chapman for Mr. Chapman to investigate this case is in violation of P.C. 1299.11. Her attestation to Chapman's investigation of Luster in California puts Mr. Chapman in violation of P.C. 1299.01(D), P.C. 1299.04, and P.C. 1299.11. I aske the court to request from Mr. Chapman his credentials and his D.O.J. background investigation and clearance. I also ask the court to verify the statice of Alice Smith's license with the Department of Insurance in the states of California, Hawaii, and Colorado.
If the State of California issues payment to " The Dog " this is condoning his illegal activity and authorizing him and others to break the law ( P.C. 1299.11 ). Mr. Chapman's motion for recovery fee's is an extortion like tactic. $320,000.00 is an exorbitant amount of money for being tipped off. Rewarding his illegal conduct in this manner will flood the industry and our streets with freelance criminals who will motion the courts for bounty.
As it's well known the Bail Industry supports bail enforcement, However Chapman and his follower's actions, will have civil and criminal ramifications that will cost the taxpaying citizens.
I pride myself in my work and efforts to bring regulations and order to a historically unorganized and potentially violent industry. Mr. Chapman's actions are not condoned by this industry or the professionals who work it. In my 22 years of Bail Enforcement I have closed several thousands of cases. All... incident free and done with in the scope of the law.
